The Dream vs. Dream community uses numeric notation to describe the inputs of certain moves. While this is a widely known and used notation for many fighting games, there are still some people who do not understand it. To help you understand what it means, take a look at the number pad on your keyboard. It should look like this:

7 8 9
4 5 6
1 2 3

Imagine that the numbers all equal points on a joystick, with 5 signifying your neutral position. Inputs like crouching and jumping then become 2 and 8, respectively. By the same logic, an input like 236 becomes down, down-forward, forward, or quarter-circle forward.
